Genel Bakış

AYT Proje tarafından tasarlanan ve 2011 yılında tamamlanan Ordu Adalet Sarayı Ek Hizmet Binası, sadece Ordu için değil, tüm Türkiye adalet sistemi için bir dönüm noktası niteliğindedir. Avrupa Birliği uyum süreci bağlamında geliştirilen ve Türkiye’de ortak kullanımlı (paylaşımlı) duruşma salonlarının ilk örneği ve adliye çözümünün ilk prototipi olma özelliğini taşıyan bu öncü proje, Merkezi Finans ve İhale Birimi (MFİB) ile Avrupa Konseyi'nin ortak finansmanıyla hayata geçirilmiştir. Bu uluslararası iş birliği, modern, erişilebilir ve en yüksek hukuki uygulama standartlarına sahip bir yargı tesisi yaratma taahhüdünü vurgulamaktadır.

Tasarım Zorluğu ve Bağlam

Projenin en büyük zorluklarından biri, ek binanın mevcut adliye binasının oldukça küçük ve kısıtlı bahçesinde konumlandırılması gerekliliğiydi. Bu durum, hem fonksiyonel ihtiyaçların karşılanmasını hem de modern bir mimari kimliğin oluşturulmasını zorlaştıran önemli bir kısıtlamaydı. AYT Proje, bu türlü zorlukları aşarak, kısıtlı alanda maksimum verimliliği sağlayan örnek bir tasarım ortaya koymayı başarmıştır.

Mimari Yaklaşım ve Yenilikçi Çözümler

Ordu Adalet Sarayı Ek Binası, etkin ve verimli adalet hizmetleri sunma hedefiyle titizlikle tasarlanmıştır:

• Öncü Fonksiyonel Çözümler: Türkiye'de bir ilk olan ortak kullanımlı duruşma salonları konsepti, mekan kullanımında verimliliği artırmıştır. Giriş katında konumlandırılan ön bürolar, vatandaşların ilk başvuru işlemlerini kolaylaştırmaktadır. En önemlisi, bina içinde hakim ve savcılar ile halkın kullandığı sirkülasyon ağları tamamen birbirinden ayrılarak, hem güvenliğin artırılması hem de adli süreçlerin mahremiyetinin korunması sağlanmıştır.

• Modern ve Kullanıcı Odaklı Tasarım: Bina, sadece modern değil, aynı zamanda zarif ve şık bir çekiciliğe sahip tasarımıyla kullanıcıların konforlu ve güvenli bir ortamda bulunmalarını sağlar. İç mekan düzenlemesi, hakimlerin, savcıların, avukatların ve personelin özel gereksinimlerini karşılayacak şekilde özenle organize edilmiştir. Modern ofisler ve donanımlı toplantı odaları, çalışanların ihtiyaçlarına cevap vermektedir.

Uluslararası İşbirliği ve Akademik Tanınırlık

Projenin öncü niteliği ve başarısı, uluslararası düzeyde de ilgi görmüş ve tescillenmiştir:

• Uluslararası Finansman: Proje, Merkezi Finans ve İhale Birimi (MFİB) ve Avrupa Konseyi'nin ortak finansmanıyla desteklenmiştir.

• Yayınlar: Bina ve getirdiği çözümler, hem MFİB tarafından desteklenen bir kitaba konu olmuş hem de ESCI (Emerging Sources Citation Index) kapsamında taranan akademik dergilerde yayınlara ilham kaynağı olmuştur. Bu durum, projenin sadece pratik değil, akademik açıdan da değerli olduğunu göstermektedir.

Şehre Katkısı ve Sembolik Değer

• Pioneering Functional Solutions: The concept of shared courtrooms, a first in Turkey, increased efficiency in space utilization. Front offices located on the ground floor facilitate initial application procedures for citizens. Most importantly, the circulation networks used by judges/prosecutors and the public are completely separated within the building, enhancing security and preserving the confidentiality of judicial processes.

• Modern and User-Oriented Design: The building's design is not only modern but also exudes an elegant and stylish appeal, ensuring users are enveloped in a comfortable and secure environment. Its interior layout is thoughtfully organized, catering to the specific requirements of judges, prosecutors, lawyers, and staff. Modern offices and well-equipped meeting rooms accommodate the needs of courthouse personnel.

International Collaboration and Academic Recognition

The project's pioneering nature and success have garnered international attention and validation:

• International Funding: The project was supported by the joint funding of the Central Finance and Contracts Unit (CFCU) and the Council of Europe.
