Genel Bakış
AYT Proje tarafından 2012 yılında tasarımı tamamlanan Sakarya Bölge Adliye Mahkemesi, Türkiye'deki Bölge Adliye Mahkemeleri yapılanması için öncü nitelikteki ilk örneklerden biri olarak hayata geçirilmiştir. Toplam 32.000 metrekarelik geniş bir alana yayılan bu büyük ölçekli adalet kompleksi, sadece Sakarya'ya değil, Kocaeli, Zonguldak, Bartın, Bolu ve Düzce olmak üzere toplam altı ilin adalet ihtiyaçlarına hizmet vermektedir. 3 Eylül 2018 tarihinde faaliyete geçen bina, modern mimarisi ve kapsamlı olanaklarıyla bölgesel adaletin merkezi konumundadır.
Tasarım Felsefesi ve Mimari Başarı
Bu projenin tasarımındaki temel felsefe, Bölge Adliye Mahkemesi gibi önemli bir kurumun gerektirdiği ciddiyeti, işlevselliği ve modernliği tek bir yapıda buluşturmaktı. AYT Proje, bu hedefe ulaşırken karşılaşılan zorlukları da başarıyla aşmıştır:
Öncü Tasarım: Bölge Adliye Mahkemeleri konseptinin yeni olduğu bir dönemde tasarlanan bu yapı, bu yeni yargı kademesi için fonksiyonel ve mekansal gereksinimleri karşılayan öncü bir model oluşturmuştur.
Kısıtlamalara Rağmen Başarı: Projenin geliştirildiği alandaki kısıtlı bina yüksekliği limitlerine rağmen, AYT Proje'nin yenilikçi tasarım yaklaşımı sayesinde, hem fonksiyonel gereksinimler karşılanmış hem de estetik açıdan güçlü, modern dokunuşa sahip başarılı bir mimari ortaya konmuştur. Yayvan yapısı etkin bir şekilde planlanarak, düşük yüksekliğe rağmen ferah ve anıtsal bir etki yaratılmıştır.
Fonksiyonellik ve Estetik Dengesi: Yapı, işlevselliği ön planda tutarken estetik değerlerden ödün vermemektedir. Duruşma salonları, ofisler, sosyal alanlar ve dolaşım ağları hem verimli çalışmayı desteklemekte hem de modern ve saygın bir atmosfer sunmaktadır.
Kapasite ve Olanaklar
Sakarya Bölge Adliye Mahkemesi, geniş yargı çevresinin ihtiyaçlarını karşılayacak kapsamlı olanaklara sahiptir:
Duruşma Salonları: Toplam 12 adet titizlikle tasarlanmış duruşma salonu (6 Ceza Dairesi, 6 Hukuk Dairesi) bulunmaktadır. Bunların arasında, önemli davalara ev sahipliği yapmak üzere tasarlanmış büyük ve donanımlı bir ana duruşma salonu da yer alır.
Ofis Alanları: Bina, yargı mensupları ve personel için çok sayıda ofis barındırmaktadır: 24 Savcı odası, 96 Üye odası, 25 Başkan odası ve 31 kalem odası, etkin hukuki operasyonlar için elverişli bir ortam sağlamak üzere özenle planlanmıştır.
Otopark: Hukuk profesyonelleri ve ziyaretçiler için yaklaşık 1.946 m² kapalı ve 1.929 m² açık olmak üzere geniş otopark alanları sunulmaktadır.
Yargı Birimleri: Bina, 8 Ceza Dairesi ve 10 Hukuk Dairesi olmak üzere toplam 18 farklı yargı birimine ev sahipliği yapmaktadır.
Bölgesel Önem ve Katkı
Sakarya Bölge Adliye Mahkemesi, altı ilin adalet sistemine hizmet veren stratejik bir merkezdir. AYT Proje'nin tasarımıyla hayata geçen bu yapı, sadece fiziksel bir altyapı sunmakla kalmaz, aynı zamanda modern, erişilebilir ve etkin bir yargı sisteminin de sembolü haline gelmiştir. Proje, AYT Proje'nin büyük ölçekli, kompleks kamu yapılarını, tasarım kısıtlamalarına rağmen başarıyla hayata geçirme ve alanında öncü çözümler sunma yeteneğini göstermektedir.

Overview
Completed in design by AYT Proje in 2012, the Sakarya Regional Court of Justice Building was realized as one of the pioneering initial examples for the newly established Regional Courts of Justice structure in Turkey. Spanning a vast area of 32,000 square meters, this large-scale justice complex serves the judicial needs not only of Sakarya but also of five other provinces: Kocaeli, Zonguldak, Bartın, Bolu, and Düzce. Operational since September 3, 2018, the building stands as the center of regional justice with its modern architecture and comprehensive facilities.
Design Philosophy and Architectural Achievement
The core design philosophy for this project was to unite the solemnity, functionality, and modernity required by such an important institution as a Regional Court of Justice within a single structure. AYT Proje successfully overcame challenges encountered while achieving this goal:
Pioneering Design: Designed during a period when the concept of Regional Courts of Justice was new, this building established a pioneering model that met the functional and spatial requirements for this new judicial tier.
Success Despite Constraints: Despite the limited building height restrictions in the development area, AYT Proje's innovative design approach successfully met functional requirements and resulted in successful architecture with a modern touch and strong aesthetic appeal. Its sprawling structure was effectively planned to create a spacious and monumental effect despite the low height.
Balance of Functionality and Aesthetics: While prioritizing functionality, the building does not compromise on aesthetic values. Courtrooms, offices, social areas, and circulation networks support efficient work while offering a modern and respectable atmosphere.
Capacity and Facilities
The Sakarya Regional Court of Justice possesses comprehensive facilities to meet the needs of its wide jurisdiction:
Courtrooms: There are a total of 12 meticulously designed courtrooms (6 Criminal Divisions, 6 Civil Divisions). Among these is a large, distinguished main courtroom designed to host significant legal proceedings.
Office Spaces: The building houses numerous offices for judicial members and staff: 24 Prosecutor's offices, 96 Member's offices, 25 President's offices, and 31 clerk offices, all carefully planned to provide a conducive environment for effective legal operations.
Parking: Ample parking is provided for legal professionals and visitors, with approximately 1,946 m² of enclosed and 1,929 m² of open parking space.
Judicial Divisions: The building hosts a total of 18 different judicial divisions, comprising 8 Criminal Divisions and 10 Civil Divisions.
Regional Significance and Contribution
The Sakarya Regional Court of Justice is a strategic hub serving the justice system of six provinces. This structure, realized through AYT Proje's design, not only provides physical infrastructure but has also become a symbol of a modern, accessible, and effective judicial system. The project demonstrates AYT Proje's ability to successfully implement large-scale, complex public buildings despite design constraints and to offer pioneering solutions in its field.
